CONSTITUTION OF THE PITTSBURG COUNTY AMATEUR RADIO CLUB, INC.

PREAMBLE:

Being, desirous to secure for ourselves the pleasures and benefits of an association of persons commonly interested in Amateur Radio, and to promote a better understanding of our activities by our community, do constitute ourselves the PITTSBURG COUNTY AMATEUR RADIO CLUB and enact this constitution as our governing law.

ARTICLE I-MEMBERSHIP

Section 1-All persons interested in Amateur Radio shall be eligible for membership. Classifications and privileges of membership shall be as follows:

(1) AMATEUR MEMBERSHIP: This class of members shall have the full privileges of the club in every respect, and shall hold a valid Amateur Radio License.

(1a) DUES: Set at $40.00 a year, per person. Payable at the first meeting of the year in January, with the option first ½ ($20.00) coming due at the first January meeting and the second ½ dues payable at the July meeting. Persons joining during the year will be prorated accordingly.

(1b) LIFETIME MEMBERSHIP: This class of membership will cost $300.00 one time payment at the first meeting of each year, with the option of paying $100.00 per year for 3 consecutive years (paid at the first meeting of the year in January) If this payment plan is broken then the member shall start over on the 3-year plan, or make a 1-time $300.00 payment.

(2) ASSOCIATE MEMBERSHIP: This class of membership is for non- dues-paying members and they shall have all privileges of the Club except the following: He or she cannot hold an office; He or she cannot vote.

ARTICLE II-OFFICERS

Section 1- The elected officers of this club shall be President, Vice President, and Secretary/Treasurer.

Section 2- The elected officers shall serve a term of one year beginning in January as elected by the amateur members of the club present at the last regular meeting of the calendar year, and they may succeed themselves.

Section 3- Verbal or written notice of the elections must be given by the club officers to all eligible voting members in the preceding month.

Section 4- Vacancies occurring between elections must be filled by special ballot at the first regular meeting at which the withdrawal or resignation is announced.

Section 5- Officer’s elected or appointed may be removed on motion, by three- fourth’s (¾) vote of the amateurs of the club.

Section 6- Appointed officers shall be Publicity Director, Program Director, Social Director, Repeater Custodian, and Skywarn Coordinator.

Section 7- The appointed officers will be appointed by the Club President who will decide upon the need for such officers and the duration of their term.

ARTICLE III-DUTIES OF OFFICERS

Section 1- The president shall preside at all meetings of this club, according to the rules adopted, and enforce this constitution and bylaws; decide all questions of order; sign all official documents that are adopted by the club, and perform all customary duties pertaining to the Office of President. The President also has the authority to use the club’s bank acct. for purchases under $200.00 as written in Article VI.

Section 2- The Vice President shall assume all the duties of the President in the absence of the latter.

Section 3- The Secretary-Treasurer shall keep a record of proceedings of all meetings, keep a roll of members, carry on all correspondence, and read communications at each meeting, and will keep an accurate account of all monies received and expended; pay no bills without proper authorization (by the club or its officers constituting a business committee.) At the last regular meeting of the year, an itemized statement of disbursement and receipts will be made available for the member’s inspection. At the expiration of their term transfer anything belonging to the club to their successor and change signatures on any bank accounts of the club. The Sec/Treas. is also responsible for all the club’s equipment inventory.

Section 4- The Publicity Director shall be responsible for informing the public on the intents and purposes of Amateur Radio and for promoting goodwill between the same.

Section 5- The Program director shall be responsible for providing educational and informative programs for each regularly scheduled club meeting.

Section 6- The Social Activity Director shall be responsible for the coordination of periodic social activities for the entire club. Such activities can include family members and guests.

Section 7- Repeater Custodian shall be responsible for the operational status of club repeaters.

Section 8- Skywarn Coordinator shall be responsible for the operations of the Skywarn Net and working with the Pittsburg County Office of Emergency Management.

ARTICLE IV-MEETINGS

Section 1- The By-Laws shall provide for the regular and special meetings. At meetings, a quorum shall consist of 25% of the voting membership if this number includes at least two officers. In the absence of all officers, a Quorum shall consist of 50% of the voting membership for the transaction of business.

ARTICLE V- MEMBERSHIP ASSISTANCE

Section 1- The club, through designated members and committees, will provide technical advice to members concerning equipment design and operation to assist in complete frequency observance, clean signals, uniform practice, and absence of spurious radiation from club member stations.

ARTICLE VI-VOTING

Section 1- All new business brought before the club requiring an expenditure of club funds in excess of $200.00 will be held in abeyance until the next regular meeting for discussion and voting. Emergency situations are excluded from the requirements of this article. The Treasurer may purchase flowers (up to $50.00) without the vote of the membership for the death of a member or member’s family.

ARTICLE VII-AMENDMENTS

Section1- This constitution and by-laws may be amended by a two-thirds (2/3) vote of members present at any regular meeting at which there is a quorum.
